Yes, UCD9248 based DC/DC converter can both sink and source current to support DDR memory.
Another thing for DDR memory will be VDDQ tracking. This function can be easily implemented by using Vtrack pin on UCD9248. The tracking scale factor will allow you to determine the ratio of Vout vs. external reference.
Since you are looking for a 10A DC/DC converter, you may consider UCD74111 as the power stage. UCD74111 is the latest power stage for UCD92xx controller and can deliver up to 15A continuous current.
Unfortunately, there is no existing reference design yet, but I believe TI local FAE team will help you on the design details.
