Hi Philip: This is out of the datasheet:

Overvoltage Protection (OVP)

The implementation of overvoltage protection is simple and built-in if using a two-coil magnetic (coupled inductor) to derive VCC. If the LED string is opened the auxiliary VCC rises and reaches the VCC(OVP) trip point. This action disables and grounds the gate pin, preventing the converter from switching. The converter remains disabled until VCC drops 0.5V after a 1 second time-out. If an inductor is used, implement other discrete circuits to disable the converter.

The 92075 could be user for low-end universal applications where tight regulation is not required. For example a universal 200mA output application may see +/-50mA from 80 to 300 volts. This is becuase there is not closed loop feedback control. The IC is better suited to nominal lines of 120V or 220/230 volts in two separate designs.  Universal line LED drivers are not common because traditionally the lower voltage design can be made with much lower cost then the net saving in having a universal design.
