Hi Ivan,

This can be made to work but takes several passives. We would like to suggest a way to do it. The maximum input voltage of the ON/OFF input is 25V. Wheras the input voltage maximum is 45V. A simple RC network from Vin to the ON/OFF input will restrict the maximum input to 25V. The simple RC would connect a capacitor from Vin to ON/OFF and a resistor from ON/OFF to ground. Another disadvantage of this approach is that a 1V step increase on Vin can cause the part to disable. 

If you are using this approach with an input voltage greater than 25V and hot plug in, this may result in the hang issue you are seeing but we can't be certain. A better topology for the delayed enable involves adding a PNP inverter, so that the RC delay can have a grounded capacitor.
