Something in the 10's of mV sounds about right, so 17 mV should be very close to what I would expect.  They specifiy the quiescent current as non-switching, because that is the quiescent current of the IC.  When switching you are drawing RMS conduction losses as well as switching losses in the switching FET.  If no load power consumption is an issue, you may want to look at a part with eco-mode operation.
