I am still befuddled by your question. The condition for exit from shut down mode is that the pack voltage has to be greater than its minimum operating voltage. The IC Pack pin is only connected to pack + through the 1k inrush current limiting resistor. R24 in the data sheet is not populated. When the charger is connected to the connector, if the gas guage is not in precharge mode, and when not tapering, the charge current is the minimum current through the pack + connector.
