I checked this today. To be able to do all testing with my EVM, is started with the supposedly non destructive scenario #2 first.
Apply short from VIN2 to SW2, then turn on EVM. Output number one appeared to regulate properly to 3.3 V for a while. Then the input current went to the current limit and Vin dropped to 3 V after maybe one minute time. Remove short and power EVM back on, Vin still low and in current limit.
So it does not matter the order as in scenario 1 or 2. Short Vout to ground only causes OCP protection to activate. IC will always recover from this. Shorting VIN to SW will cause device to fail. It may take some time and not be instantaneous. I talked to one of the designers here (not TPS542941 though). He expected device to always be damaged by VIN short to SW if Vin > 11 V (I used 12 V).
