If it is a JEDEC latchup of power or I/O derivied from power, switching the BAT pin would remove power from the part. Note that having BAT disconnected from the top cell is an abnormal operating condition and while not prohibited in the abs max table, should be avoided. This does not remove voltage from the cell monitor inputs however which do provide some small current to bias the input buffers. If these have a latchup induced by SEL, power to all inputs would need to be removed.
Switching BATT- would likely bias several inputs below VSS which would violate abs max and likely not remove power from the part. This would not be recommended
