We think we've configured everything correctly, all other registers and parts of the device are working as expected. We are working with the tech ref doc for our device (we're using the bq20z65 instead of the bq70 I believe you were using). We're working with a smart battery charger, which should technically stop applying current at the maximum safe voltage level and stop draining current at the minimum safe voltage level, thus not needing us to have the FETs automatically turn on and off. So far we're getting that behavior at the maximum safe voltage level but not at the minimum safe voltage level (when we're discharging)....it's very strange.
I will look more into our flash programming and see if maybe we were inconsistent in some way, there might be a problem hiding somewhere!
