The bq77910A is a standalone protector and does not have any way to allow access to the voltages used for internal comparisons.
To read out voltages, consider a battery fuel gauge with protection functions. There are several 4 cell devices available, see the battery fuel gauge page http://www.ti.com/lsds/ti/power-management/battery-fuel-gauge-products.page If you would prefer to manage more of the battery behavior in your own micro-controller, consider an AFE such as the bq76925 or the bq77PL900. These may offer more system flexibility but require more development effort.
